Why Theory Alone Is Not Enough for Airside Driver Training
Airside drivers operate in one of the most demanding environments in aviation. Unlike road traffic, apron operations require drivers to monitor aircraft movements, communicate via radio, navigate complex layouts, and make decisions in rapidly changing conditions.
While classroom training provides essential knowledge, industry experience shows that knowing the rules does not always prevent incidents. Vehicle and pedestrian deviations are tracked by regulators as a distinct, recurring category of runway incursion, the FAA's own incursion classification names "Vehicle/Pedestrian Deviation" (VPD) alongside operational and pilot deviations as one of the three core incursion types. Runway safety authorities in both the US and Europe treat this category as significant enough to warrant dedicated prevention programs, underlining the importance of situational awareness and practical experience alongside procedural knowledge.
So why isn't theory alone enough?
Airside Driving Is More Than Following Rules
Every airside driver must understand airport markings, speed limits, right-of-way procedures, radio communication requirements, and local operating rules.
This knowledge forms the foundation of safe operations.
However, real-world airside environments are rarely predictable. Drivers often need to make decisions while monitoring multiple factors simultaneously, including aircraft movements, nearby vehicles, changing weather conditions, and operational instructions.
Knowing a procedure is important. Applying it correctly under pressure is what truly matters.
This distinction is built directly into how airside driving permits are regulated. In the UK, the Civil Aviation Authority requires every aerodrome to run an Airside Driving Permit (ADP) scheme under CAP 790, which mandates that drivers be both trained and assessed before being authorized to drive airside. Regulators explicitly differentiate levels of risk by permit type, for example, a permit allowing access to the runway itself carries a higher training and assessment bar than one limited to apron roads.
The Gap Between Knowledge and Competence
Many airside incidents are not caused by a lack of training or unfamiliarity with procedures.
Instead, they occur when drivers struggle to apply their knowledge in dynamic operational situations.
A driver may understand radio phraseology but misinterpret a transmission during a busy period. Another may know the correct route but become distracted by surrounding activity. Others may face situations they have never encountered before and hesitate when quick decisions are required.
Industry practitioners have flagged this exact gap. RTITB, a UK workplace transport accreditation body, points out that an ADP for apron roads is frequently issued on the strength of a theory course and test alone, without any practical driving assessment ever taking place. Their guidance argues this is a significant risk, precisely because the apron environment is fast-paced, shared by multiple organizations, and unlike ordinary road driving.
Commercial ADP training providers acknowledge the same limitation from the other side. One widely used UK theory course states plainly that finishing it does not grant permission to drive airside, and that it must be supplemented with practical training and a briefing on local procedures.
Competence, in other words, is developed through experience, repetition, and exposure to realistic scenarios, not through theory alone.
The Challenge of Traditional Training
Some of the most important situations an airside driver may face are also the most difficult to practice during normal operations. These can include:
Low visibility conditions
Complex aircraft movements
Congested apron environments
Radio misunderstandings
Unexpected vehicle movements
Emergency situations
For obvious safety reasons, organizations cannot recreate many of these scenarios during live operations.
As a result, drivers may encounter certain situations for the first time while performing their actual duties.
Building Experience Before It Matters
The goal of effective driver training is not simply to transfer knowledge. It is to develop confidence, situational awareness, and decision-making skills.
This is why the industry's own standards already point toward layered training rather than classroom instruction alone. IATA's Ground Operations Manual (IGOM) and Airport Handling Manual (AHM) are structured so that the IGOM defines the operational "how to," complementing the AHM's policy-level "what to do", a split that mirrors the theory/practice divide this article is describing. IATA's own Airside Operations Excellence training likewise builds its curriculum directly on these two manuals.
At the level of individual airports, the pattern repeats. Birmingham Airport requires holders of a runway-access ADP to complete a practical driving assessment every six months, not just an initial theory pass. Manchester Airport's own ADP course combines a classroom session with a supervised visual familiarization drive around the actual apron road system and taxiways before a permit is issued.
This is also where scenario-based and simulator-based training methods increasingly come in: by exposing drivers to realistic operational situations, low visibility, unexpected crossings, radio failures, before they encounter them in the field, organizations can rehearse exactly the scenarios that are too dangerous to practice live, and help bridge the gap between knowing the rules and applying them safely.
Conclusion
Classroom training remains an essential part of every airside driving program. It provides the knowledge needed to operate safely and understand airport procedures.
However, safe airside driving ultimately depends on more than knowledge alone.
It requires situational awareness, sound judgment, and the ability to make the right decisions in a complex and constantly changing environment. Regulators, industry bodies, and individual airports already build this principle into their own permit schemes and standards, developing those skills requires experience, which is why practical and scenario-based training continue to play such an important role in preparing drivers for real-world operations.
